SPONSOR SUBSTITUTE FOR SENATE JOINT RESOLUTION                                                                                  
NO. 3 Urging the United States Congress to pass legislation to open                                                             
the coastal plain of the Arctic National Wildlife Refuge to oil and gas                                                         
exploration, development, and production; relating to oil and gas                                                               
exploration, development, production, and royalties; and relating to                                                            
renewable and alternative energy technologies, was read the second                                                              
time.                                                                                                                           
                                                                                                                                
Senator Giessel, Chair, moved and asked unanimous consent for the                                                               
adoption of the Resources Committee Substitute offered on page 441.                                                             
Without objection, CS FOR SPONSOR SUBSTITUTE FOR SENATE                                                                         
JOINT RESOLUTION NO. 3(RES) was adopted.                                                                                        
                                                                                                                                
Senator Coghill moved and asked unanimous consent that the                                                                      
resolution be considered engrossed, advanced to third reading and                                                               
placed on final passage. Without objection, it was so ordered.
